Apache HTTP Server up to 2.0.49 on AIX TCP/IP LISTENING Sockets denial of service

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability, which was classified as critical, was found in Apache HTTP Server up to 2.0.49 on AIX (Web Server). Affected is an unknown part of the component TCP/IP Handler. The manipulation of the argument LISTENING Sockets with an unknown input leads to a denial of service vulnerability. CWE is classifying the issue as CWE-404. The product does not release or incorrectly releases a resource before it is made available for re-use. This is going to have an impact on availability. CVE summarizes:

Apache 1.4.x before 1.3.30, and 2.0.x before 2.0.49, when using multiple listening sockets on certain platforms, allows remote attackers to cause a denial of service (blocked new connections) via a "short-lived connection on a rarely-accessed listening socket."

The weakness was published 03/20/2004 by Jeff Trawick with Apache Software Foundation (Website). The advisory is available at apache.org. This vulnerability is traded as CVE-2004-0174 since 02/25/2004. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Technical details are known, but there is no available exploit. This vulnerability is assigned to T1499 by the MITRE ATT&CK project.

The vulnerability scanner Nessus provides a plugin with the ID 12280 (Apache < 1.3.31 / 2.0.49 Socket Connection Blocking Race Condition DoS), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 86643 (Apache 2.0.49 And Earlier Miscellaneous Vulnerabilities).

Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at httpd.apache.org. The best possible mitigation is suggested to be upgrading to the latest version. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 3464.

The vulnerability is also documented in the databases at X-Force (15540) and Tenable (12280). Further details are available at secunia.com. Similar entries are available at 31, 81, 80 and 734.
