TCPUploadServer.exe in Progea Movicon 11.2 before Build 1084 does not require authentication for critical functions, which allows remote attackers to obtain sensitive information, delete files, execute arbitrary programs, or cause a denial of service (crash) via a crafted packet to TCP port 10651.

The weakness was disclosed 07/29/2011 by Jeremy Brown with Brown (Website). The advisory is shared for download at us-cert.gov. This vulnerability was named CVE-2011-2963 since 07/29/2011. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details and also a public exploit are known.

A public exploit has been developed by Jeremy Brown in Python and been published even before and not after the advisory. It is possible to download the exploit at securityfocus.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 128 days. During that time the estimated underground price was around $0-$5k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 119510 (Progea Movicon TCPUploadServer Remote Command Execution).

Upgrading to version 11.2 eliminates this vulnerability.
