Rack before 1.1.3, 1.2.x before 1.2.5, and 1.3.x before 1.3.6 computes hash values for form parameters without restricting the ability to trigger hash collisions predictably, which allows remote attackers to cause a denial of service (CPU consumption) by sending many crafted parameters.
The weakness was released 12/29/2011 by Alexander Klink with n.runs AG as confirmed advisory (CERT.org). It is possible to read the advisory at kb.cert.org. This vulnerability is known as CVE-2011-5036 since 12/29/2011. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication.
