The mc_issue_note_update function in the SOAP API in MantisBT before 1.2.11 does not properly check privileges, which allows remote attackers with bug reporting privileges to edit arbitrary bugnotes via a SOAP request.

The weakness was presented 06/16/2012 (Website). The advisory is shared at github.com. The identification of this vulnerability is CVE-2012-2691 since 05/14/2012. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are known, but no exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue.
