The URI handlers in Konqueror for KDE 3.2.2 and earlier do not properly filter "-" characters that begin a hostname in a (1) telnet, (2) rlogin, (3) ssh, or (4) mailto URI, which allows remote attackers to manipulate the options that are passed to the associated programs, possibly to read arbitrary files or execute arbitrary code.

The weakness was shared 04/22/2004 by Alex Behar (iDefense) with iDEFENSE (Website). The advisory is shared at secunia.com. The identification of this vulnerability is CVE-2004-0411 since 04/16/2004. Access to the local network is required for this attack to succeed. No form of authentication is needed for a successful exploitation. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1600 for this issue.

The exploit is available at securityfocus.com. It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 13700 (Fedora Core 2 : kdelibs-3.2.2-6 (2004-122)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks.

Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at gnu.org. The best possible mitigation is suggested to be upgrading to the latest version.
