Apache Struts 2 before 2.3.14.3 allows remote attackers to execute arbitrary OGNL code via a request with a crafted value that contains both "${}" and "%{}" sequences, which causes the OGNL code to be evaluated twice.

The weakness was published 07/16/2013 with Oracle (Website). The advisory is shared at cwiki.apache.org. This vulnerability is uniquely identified as CVE-2013-2135 since 02/19/2013. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Technical details are known, but no exploit is available. The price for an exploit might be around USD $0-$5k at the moment (estimation calculated on 01/03/2022). MITRE ATT&CK project uses the attack technique T1059 for this issue.

The vulnerability scanner Nessus provides a plugin with the ID 66931 (Apache Struts 2 OGNL Expression Handling Double Evaluation Error Remote Command Execution), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses. The commercial vulnerability scanner Qualys is able to test this issue with plugin 150163 (Apache Struts Multiple Remote Code Execution Vulnerabilities (S2-015)).

Upgrading to version 2.2.3.1 eliminates this vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 13107.
