Algorithmic complexity vulnerability in OpenStack Compute (Nova) before 2013.1.3 and Havana before havana-3 does not properly handle network source security group policy updates, which allows remote authenticated users to cause a denial of service (nova-network consumption) via a large number of server-creation operations, which triggers a large number of update requests.

The weakness was presented 10/29/2013 as not defined mailinglist post (oss-sec). The advisory is shared for download at seclists.org. This vulnerability is traded as CVE-2013-4185 since 06/12/2013. The exploitability is told to be easy. It is possible to launch the attack remotely. The successful exploitation needs a authentication. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1600.

The vulnerability scanner Nessus provides a plugin with the ID 69785 (Fedora 19 : openstack-nova-2013.1.3-2.fc19 (2013-15373)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 195895 (Ubuntu Security Notification for Nova Vulnerabilities (USN-2000-1)).

Upgrading to version 3.0 eliminates this vulnerability.
