Apache Struts up to 2.3.16.3 Random Number Generator cross-site request forgery

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability, which was classified as problematic, has been found in Apache Struts up to 2.3.16.3 (Programming Tool Software). This issue affects some unknown functionality of the component Random Number Generator. The manipulation with an unknown input leads to a cross-site request forgery vulnerability. Using CWE to declare the problem leads to CWE-352. The web application does not, or can not, sufficiently verify whether a well-formed, valid, consistent request was intentionally provided by the user who submitted the request. Impacted is integrity. The summary by CVE is:

Apache Struts 2.0.0 through 2.3.x before 2.3.20 uses predictable <s:token/> values, which allows remote attackers to bypass the CSRF protection mechanism.

The weakness was disclosed 12/08/2014 by Philippe Arteau with Groupe Technologies Desjardins as S2-023 as confirmed security bulletin (Website). The advisory is shared at struts.apache.org. The identification of this vulnerability is CVE-2014-7809 since 10/03/2014. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. Neither technical details nor an exploit are publicly available. The advisory points out:

The attacker fetch any given form where a token is present and can predict the next value of the token used to secure form submission.

The vulnerability scanner Nessus provides a plugin with the ID 83294 (MySQL Enterprise Monitor < 2.3.20 Apache Struts Predictable Token XSRF), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses and running in the context r.

Upgrading to version 2.3.20 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The best possible mitigation is suggested to be patching the affected component. A possible mitigation has been published 3 months after the disclosure of the vulnerability. The security bulletin contains the following remark:

Developers should immediately upgrade to Struts 2.3.20 if they use <s:token/> support

The vulnerability is also documented in the databases at X-Force (98963) and Tenable (83294). The entry 74945 is pretty similar.
