A vulnerability, which was classified as critical, was found in NTP Daemon up to 4.2.7 (Network Management Software). This affects an unknown code of the component Random Generator. The manipulation with an unknown input leads to a weak prng vulnerability. CWE is classifying the issue as CWE-338. The product uses a Pseudo-Random Number Generator (PRNG) in a security context, but the PRNG's algorithm is not cryptographically strong. This is going to have an impact on confidentiality, integrity, and availability. The summary by CVE is:

util/ntp-keygen.c in ntp-keygen in NTP before 4.2.7p230 uses a weak RNG seed, which makes it easier for remote attackers to defeat cryptographic protection mechanisms via a brute-force attack.

The weakness was disclosed 11/03/2014 by Stephen Roettger with Google Security Team as Sec 2666 as confirmed blog post (Bug Tracker). The advisory is shared at bugs.ntp.org. This vulnerability is uniquely identified as CVE-2014-9294 since 12/05/2014. The exploitability is told to be easy. It is possible to initiate the attack remotely. A authentication is needed for exploitation. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1600.001 for this issue.

The vulnerability scanner Nessus provides a plugin with the ID 81271 (AIX 6.1 TL 8 : ntp (IV68426)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family AIX Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 185097 (HP-UX Running NTP Multiple Vulnerabilities (HPSBUX03240)).

Upgrading to version 4.2.7p230 eliminates this vulnerability. It is possible to mitigate the problem by applying the configuration setting restrict ... noquery. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published even before and not after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (99577) and Tenable (81271). The entries 68452, 68453, 68454 and 68455 are pretty similar.
