CookieInterceptor in Apache Struts before 2.3.16.2, when a wildcard cookiesName value is used, does not properly restrict access to the getClass method, which allows remote attackers to "manipulate" the ClassLoader and execute arbitrary code via a crafted request. NOTE: this vulnerability exists because of an incomplete fix for CVE-2014-0094.

The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK.

The vulnerability scanner Nessus provides a plugin with the ID 73763 (Apache Struts 2 ClassLoader Manipulation Incomplete Fix for Security Bypass), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Denial of Service. The commercial vulnerability scanner Qualys is able to test this issue with plugin 12939 (Apache Struts ClassLoader Manipulation Security Bypass Vulnerability (S2-020, S2-021)).

Upgrading to version 2.3.15.1 eliminates this vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 13894.
