OpenStack Neutron before 2013.2.4, 2014.x before 2014.1.2, and Juno before Juno-2 allows remote authenticated users to cause a denial of service (crash or long firewall rule updates) by creating a large number of allowed address pairs.

The weakness was disclosed 07/23/2014 with Cisco (Website). It is possible to read the advisory at bugs.launchpad.net. The identification of this vulnerability is CVE-2014-3555 since 05/14/2014. The exploitation is known to be easy. The attack may be initiated remotely. The successful exploitation requires a simple authentication. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK.

The vulnerability scanner Nessus provides a plugin with the ID 76980 (Fedora 20 : openstack-neutron-2013.2.3-13.fc20 (2014-8743)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 195590 (Ubuntu Security Notification for Neutron Vulnerabilities (USN-2321-1)).

Upgrading to version 2014.1.1 eliminates this vulnerability.
