XAMPP 1.8.1 does not properly restrict access to xampp/lang.php, which allows remote attackers to modify xampp/lang.tmp and execute cross-site scripting (XSS) attacks via the WriteIntoLocalDisk method.

The weakness was presented 09/29/2014 (Website). The advisory is shared at xforce.iss.net. The identification of this vulnerability is CVE-2013-2586 since 03/15/2013. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1059.007 for this issue.

A public exploit has been developed by Manuel García Cárdenas and been published even before and not after the advisory. The exploit is available at exploit-db.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 364 days. During that time the estimated underground price was around $0-$5k.

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.
