bug_report.php in MantisBT before 1.2.18 allows remote attackers to assign arbitrary issues via the handler_id parameter.
The weakness was disclosed 12/17/2014 (Website). The advisory is shared at mantisbt.org. The identification of this vulnerability is CVE-2014-9388 since 12/17/2014. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. Technical details are known, but no exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue.

It is assigned to the family Debian Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 123135 (Debian Security Update for mantis (DSA 3120-1)).
Upgrading to version 1.2.17 eliminates this vulnerability.
