tag/user.php in Moodle through 2.5.9, 2.6.x before 2.6.9, 2.7.x before 2.7.6, and 2.8.x before 2.8.4 does not consider the moodle/tag:flag capability before proceeding with a flaginappropriate action, which allows remote authenticated users to bypass intended access restrictions via the "Flag as inappropriate" feature.

The weakness was shared 06/01/2015 (Website). The advisory is shared at moodle.org. This vulnerability is known as CVE-2015-2271 since 03/09/2015. The attack can be launched remotely. The successful exploitation requires a single authentication. Technical details are known, but no exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 13118 (Moodle Multiple Security Vulnerabilities (MSA-15-0010, MSA-15-0011, MSA-15-0012, MSA-15-0013, MSA-15-0014, MSA-15-0015, MSA-15-0016, MSA-15-0017)).

Upgrading to version 2.6.7, 2.7.4 or 2.8.2 eliminates this vulnerability.
