The weakness was published 11/25/2015 (Website). The advisory is shared at wiki.jenkins-ci.org. The identification of this vulnerability is CVE-2015-5324 since 07/01/2015. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation.
