ISC BIND 9.9.0/9.10.0/9.10.1-P1 Socket Error resolver.c race condition

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability was found in ISC BIND 9.9.0/9.10.0/9.10.1-P1 (Domain Name Software). It has been rated as problematic. Affected by this issue is some unknown functionality of the file resolver.c of the component Socket Error Handler. The manipulation with an unknown input leads to a race condition vulnerability. Using CWE to declare the problem leads to CWE-362. The product contains a code sequence that can run concurrently with other code, and the code sequence requires temporary, exclusive access to a shared resource, but a timing window exists in which the shared resource can be modified by another code sequence that is operating concurrently. Impacted is availability. CVE summarizes:

Race condition in resolver.c in named in ISC BIND 9.9.8 before 9.9.8-P2 and 9.10.3 before 9.10.3-P2 allows remote attackers to cause a denial of service (INSIST assertion failure and daemon exit) via unspecified vectors.

The weakness was disclosed 12/15/2015 as AA-01319 as confirmed advisory (Website). The advisory is available at kb.isc.org. This vulnerability is handled as CVE-2015-8461 since 12/02/2015. The exploitation is known to be difficult. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details are known, but there is no available exploit. The advisory points out:

An uncommonly occurring condition can cause affected servers to exit with an INSIST failure depending on the outcome of a race condition in resolver.c While difficult to exploit reliably, a malicious party could, through deliberate behavior, significantly increase the probability of encountering the triggering condition, resulting in denial-of-service to clients if successful.

The vulnerability scanner Nessus provides a plugin with the ID 87503 (ISC BIND 9.9.8 < 9.9.8-P2 / 9.10.3 < 9.10.3-P2 Socket Error Handling DoS), which helps to determine the existence of the flaw in a target environment. It is assigned to the family DNS and running in the context r.

Upgrading to version 9.9.8-P2, 9.10.3-P2 or 9.9.8-S3 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (108949), Tenable (87503), SecurityFocus (BID 79347†) and Vulnerability Center (SBV-55317†). The entry VDB-79801 is pretty similar.
