The bug was discovered 08/25/2004. The weakness was published 08/20/2004 by Juha-Matti Laurio with Microsoft (Website). The advisory is shared at support.microsoft.com. This vulnerability is known as CVE-2004-2137 since 06/14/2005. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1592 for this issue.
