Apache HTTP Server up to 2.0.53-dev mod_ssl privileges management

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability was found in Apache HTTP Server up to 2.0.53-dev (Web Server) and classified as problematic. Affected by this issue is an unknown part of the component mod_ssl. The manipulation with an unknown input leads to a privileges management vulnerability. Using CWE to declare the problem leads to CWE-269. The product does not properly assign, modify, track, or check privileges for an actor, creating an unintended sphere of control for that actor. Impacted is confidentiality, and integrity. CVE summarizes:

The mod_ssl module in Apache 2.0.35 through 2.0.52, when using the "SSLCipherSuite" directive in directory or location context, allows remote clients to bypass intended restrictions by using any cipher suite that is allowed by the virtual host configuration.

The weakness was presented 10/11/2004 by Hartmut Keil with Apache Software Foundation as Bug 30464 as not defined bug report (Bugzilla). The advisory is available at nagoya.apache.org. This vulnerability is handled as CVE-2004-0885 since 09/22/2004. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details are unknown but a public exploit is available. This vulnerability is assigned to T1068 by the MITRE ATT&CK project.

The exploit is available at secunia.com. It is declared as proof-of-concept. As 0-day the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 15700 (RHEL 3 : httpd (RHSA-2004:562)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Red Hat Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 86683 (Apache 2.0.35-2.0.52 Memory Consumption Denial of Service and mod_ssl SSLCipherSuite Bypass).

Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at httpd.apache.org. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published 2 weeks after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 3464.

The vulnerability is also documented in the databases at X-Force (17671) and Tenable (15700). openpkg.org is providing further details. See 940, 964, 965 and 1481 for similar entries.
