The weakness was disclosed 06/14/2016 by lokihardt with Zero Day Initiative (ZDI) as MS16-078 as confirmed bulletin (Technet). The advisory is shared for download at technet.microsoft.com. This vulnerability was named CVE-2016-3231 since 03/15/2016. The exploitation appears to be easy. The attack can be initiated remotely. A single authentication is needed for exploitation. Technical details are unknown but a public exploit is available. The advisory points out:

The vulnerability could allow elevation of privilege if an attacker logs on to an affected system and runs a specially crafted application.

It is possible to download the exploit at exploit-db.com. It is declared as proof-of-concept. As 0-day the estimated underground price was around $25k-$100k. The vulnerability scanner Nessus provides a plugin with the ID 91606 (MS16-078: Security Update for Windows Diagnostic Hub (3165479)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 91241 (Microsoft Windows Diagnostics Hub Elevation of Privilege Vulnerability (MS16-078)).

Applying the patch MS16-078 is able to eliminate this problem. The bugfix is ready for download at technet.microsoft.com. A possible mitigation has been published immediately after the disclosure of the vulnerability.
