ActionServlet.java in Apache Struts 1 1.x through 1.3.10 does not properly restrict the Validator configuration, which allows remote attackers to conduct cross-site scripting (XSS) attacks or cause a denial of service via crafted input, a related issue to CVE-2015-0899.

The weakness was disclosed 07/04/2016 with Oracle (Website). The advisory is available at security-tracker.debian.org. This vulnerability is traded as CVE-2016-1182 since 12/26/2015. The exploitability is told to be easy. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Technical details are known, but there is no available exploit.
