The HTTPS protocol does not consider the role of the TCP congestion window in providing information about content length, which makes it easier for remote attackers to obtain cleartext data by leveraging a web-browser configuration in which third-party cookies are sent, aka a "HEIST" attack.

The weakness was presented 08/03/2016 by Mathy Vanhoef and Tom Van Goethem with iMinds-DistriNet as HEIST: HTTP Encrypted Information can be Stolen through TCP-windows as confirmed paper (Blackhat). The advisory is shared at blackhat.com. The public release happened without involvement of Google. This vulnerability is uniquely identified as CVE-2016-7152 since 09/06/2016. The exploitability is told to be difficult. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available. The price for an exploit might be around USD $5k-$25k at the moment (estimation calculated on 09/15/2022). It is expected to see the exploit prices for this product increasing in the near future.MITRE ATT&CK project uses the attack technique T1592 for this issue. Due to its background and reception, this vulnerability has a historic impact.
