OpenSSL up to 1.1.0 DTLS statem/statem_dtls.c resource management

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability was found in OpenSSL up to 1.1.0 (Network Encryption Software). It has been declared as problematic. Affected by this vulnerability is some unknown processing of the file statem/statem_dtls.c of the component DTLS Handler. The manipulation with an unknown input leads to a resource management vulnerability. The CWE definition for the vulnerability is CWE-399. As an impact it is known to affect availability. The summary by CVE is:

statem/statem_dtls.c in the DTLS implementation in OpenSSL 1.1.0 before 1.1.0a allocates memory before checking for an excessive length, which might allow remote attackers to cause a denial of service (memory consumption) via crafted DTLS messages.

The bug was discovered 09/22/2016. The weakness was presented 09/26/2016 by Shi Lei with Qihoo 360 (Website). It is possible to read the advisory at kb.juniper.net. This vulnerability is known as CVE-2016-6308 since 07/26/2016. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Technical details of the vulnerability are known, but there is no available exploit.

The vulnerability scanner Nessus provides a plugin with the ID 93816 (OpenSSL 1.1.0 < 1.1.0a Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 316384 (Cisco Unity Express OpenSSL Multiple Vulnerabilities (cisco-sa-20160927-openssl)).

Upgrading to version 1.1.0a eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability.

The vulnerability is also documented in the vulnerability database at Tenable (93816). See 87879, 88080, 90396 and 90937 for similar entries.
