The register method in the UsersModelRegistration class in controllers/user.php in the Users component in Joomla! before 3.6.4 allows remote attackers to gain privileges by leveraging incorrect use of unfiltered data when registering on a site.

The bug was discovered 10/25/2016. The weakness was shared 10/25/2016 by Davide Tampellini as confirmed advisory (Website). It is possible to read the advisory at developer.joomla.org. The identification of this vulnerability is CVE-2016-8869 since 10/21/2016. The exploitation is known to be easy. The attack may be initiated remotely. The requirement for exploitation is a simple authentication. Technical details are unknown but a public exploit is available.

A public exploit has been developed by Xiphos Research Ltd. and been published 2 days after the advisory. The exploit is available at github.com. It is declared as highly functional. The vulnerability was handled as a non-public zero-day exploit for at least 4 days. During that time the estimated underground price was around $5k-$25k. Upgrading to version 3.6.4 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
