The weakness was shared 12/13/2016 by Elar Lang as SQL injection in Joomla extension DT Register as confirmed mailinglist post (Full-Disclosure). The advisory is available at seclists.org. The vendor cooperated in the coordination of the public release. The attack may be launched remotely. Technical details are known, but there is no available exploit. This vulnerability is assigned to T1505 by the MITRE ATT&CK project.
The vulnerability was handled as a non-public zero-day exploit for at least 29 days. During that time the estimated underground price was around $0-$5k. By approaching the search of inurl:index.php it is possible to find vulnerable targets with Google Hacking.
Upgrading to version 2.8.18 or 3.1.12 eliminates this vulnerability. A possible mitigation has been published before and not just after the disclosure of the vulnerability.
