Cross-site scripting (XSS) vulnerability in Microsoft Internet Explorer 6 through 10 allows remote attackers to inject arbitrary web script or HTML via vectors involving incorrect auto-selection of the Shift JIS encoding, leading to cross-domain scrolling events, aka "Shift JIS Character Encoding Vulnerability," a different vulnerability than CVE-2013-0015.
The weakness was released 07/09/2013 by Masato Kinugawa as ms13-jul as confirmed bulletin (Technet). The advisory is shared at technet.microsoft.com. The public release was coordinated with Microsoft. This vulnerability is known as CVE-2013-3166 since 04/17/2013. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. It demands that the victim is doing some kind of user interaction. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1059.007 for this issue.
The vulnerability scanner Nessus provides a plugin with the ID 67212 (MS13-055: Cumulative Security Update for Internet Explorer (2846071)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 100157 (Microsoft Internet Explorer Multiple Remote Code Execution Vulnerabilities (MS13-055)).
Applying the patch MS13-JUL is able to eliminate this problem. The bugfix is ready for download at technet.microsoft.com. A possible mitigation has been published immediately after the disclosure of the vulnerability.
