thermal/drivers/cpufreq_cooling: Slab OOB 문제 수정
Slab OOB 문제는 cpu_power_to_freq() 함수 내에서 KASAN에 의해 스캔됩니다. EM(energy model) 테이블의 OPP0 전력보다 전력이 제한되면 음수 배열 인덱스로 인해 slab out-of-bound 문제가 발생합니다.
EM 테이블에서 적합한 OPP를 찾을 수 없는 경우, 가장 낮은 주파수를 반환하여 이 문제를 해결합니다.
