net: mdio: 修复 __mdiobus_register 中的位运算未定义行为
对带符号的 32 位值进行 31 位移位在 C/C++ 标准中属于未定义行为（Undefined Behavior），因此将有效位更改为无符号类型。UBSAN（Unsanitized Bounds Checker）警告调用栈如下所示：
