vdec_av1_slice_setup_tile() 函数从比特流中的 tile_info 向 mi_col_starts[] / mi_row_starts[] 复制 tile_cols + 1 / tile_rows + 1 个条目。现将该复制操作的范围限制在数组容量之内，以防止缓冲区溢出。
