对于传统的 32 位 Tegra 设备，`tegra_pmc_enter_suspend_mode()` 函数中的警告被触发，因为 `early_pmc->rate` 变量从未配置，因此始终为 0。此问题始于将 PMC 驱动程序更新为动态创建 PMC 上下文之后，这导致 'rate'（频率）在新创建的动态上下文中被设置，但遗漏了对早期 PMC 上下文中的 rate 进行更新。
通过在初始化 PMC 上下文时同步初始化 32 位 Tegra 设备的 `early_pmc->rate` 变量来修复此问题。
