ManageEngine Applications Manager 12 and 13 allows an authenticated user, who is able to access /register.do page (most likely limited to administrator), to browse the filesystem and read the system files, including Applications Manager configuration, stored private keys, etc. By default Application Manager is running with administrative privileges, therefore it is possible to access every directory on the underlying operating system.
The bug was discovered 04/04/2017. The weakness was presented 07/13/2018 by Lukasz Juszczyk as not defined mailinglist post (Full-Disclosure). The advisory is available at seclists.org. This vulnerability is traded as CVE-2016-9491 since 11/21/2016. It is possible to launch the attack remotely. The successful exploitation needs a authentication. Technical details are known, but there is no available exploit. This vulnerability is assigned to T1592 by the MITRE ATT&CK project.
The vulnerability was handled as a non-public zero-day exploit for at least 465 days. During that time the estimated underground price was around $0-$5k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 13202 (Zoho ManageEngine Applications Manager Multiple Security Vulnerabilities).
