CVE-2026-17355 in API Connect
Summary
by MITRE • 11/07/2026
IBM API Connect 12.1.0.0 through 12.1.1.2 could allow a remote authenticated attacker to obtain sensitive information from internal network resources due to server-side request forgery. Destination checks on outbound requests can be bypassed, which could allow the server to reach internal systems that should be blocked.

The vulnerability identified in IBM API Connect versions 12.1.0.0 through 12.1.1.2 represents a critical security flaw rooted in improper validation of outbound network requests. This issue is classified as Server-Side Request Forgery, commonly referred to by the industry standard identifier CWE-918. The core technical deficiency lies within the application's handling of destination checks for outgoing connections. While the system implements mechanisms intended to restrict server-side interactions to a predefined set of allowed external destinations, these controls are insufficiently robust against crafted inputs that exploit parsing ambiguities or protocol-specific behaviors. An attacker who has successfully authenticated to the API Connect platform can manipulate request parameters to bypass these destination restrictions. By carefully constructing malicious payloads, the adversary forces the vulnerable application to initiate HTTP requests not just to intended public endpoints, but also to internal network resources that are logically isolated from external access.
The operational impact of this vulnerability is significant for organizations relying on IBM API Connect as a gateway or management plane for their microservices and APIs. Because the attacker must be authenticated, the scope of potential exploitation is limited to users with valid credentials, which may include compromised service accounts or insider threats. However, once authentication is achieved, the ability to reach internal systems effectively turns the application into a pivot point within the network architecture. The server acts as an intermediary that can probe and interact with backend databases, internal APIs, configuration servers, or other sensitive infrastructure components that are not directly exposed to the internet. This bypass of access controls allows for unauthorized data exfiltration from these internal resources, potentially leading to the exposure of proprietary business logic, customer personal information, or administrative credentials stored within those systems.
From a threat modeling perspective, this vulnerability aligns with MITRE ATT&CK technique T1598, specifically Phishing for Inbound Credentials if initial access is gained via social engineering, and more critically T1071 Application Layer Protocol for command and control traffic that may be disguised as legitimate API calls. The exploitation of CWE-918 enables lateral movement within the network perimeter by leveraging trusted internal services to communicate with attacker-controlled infrastructure or to scan other internal assets. This undermines the principle of least privilege and compromises the integrity of the security boundary between external-facing components and backend systems.
To mitigate this risk, organizations running affected versions must apply the latest available patches from IBM that address the destination validation logic in API Connect 12.1.x releases. Until patching is complete, administrators should implement strict network-level controls such as firewall rules or web application firewalls to restrict outbound traffic from the API Connect servers to only explicitly whitelisted external domains and IP addresses. Additionally, enforcing multi-factor authentication for all administrative accounts reduces the likelihood of an attacker obtaining the necessary credentials to exploit this flaw. Regular auditing of outbound connection logs can also help in detecting anomalous behavior indicative of such exploitation attempts before significant data loss occurs.
