| Description | Login rate limiting uses per-IP+username keys (5 attempts per pair, 30-min window). Since the key includes the username, rotating to a different username resets the counter. AuthController.php handleFormLogin() at line 521 and loginBasic() at line 787 use AuthModel::getFailedLoginKey() which returns IP|username. Each pair gets independent budget. PoC: sending requests to 6 different usernames from same IP all return 401 instead of 429. Enables unlimited password spraying, user enumeration, and denial of service by locking out specific users.
