CVE-2026-101822 in Bills of Materialinfo

Summary

by MITRE • 10/21/2026

Vulnerability in the Oracle Bills of Material product of Oracle E-Business Suite (component: Internal Operations). Supported versions that are affected are 12.2.3-12.2.15. Difficult to exploit vulnerability allows high privileged attacker with network access via HTTP to compromise Oracle Bills of Material. While the vulnerability is in Oracle Bills of Material, attacks may significantly impact additional products (scope change). Successful attacks of this vulnerability can result in unauthorized creation, deletion or modification access to critical data or all Oracle Bills of Material accessible data as well as unauthorized read access to a subset of Oracle Bills of Material accessible data and unauthorized ability to cause a partial denial of service (partial DOS) of Oracle Bills of Material. CVSS 3.1 Base Score 7.2 (Confidentiality, Integrity and Availability impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:H/PR:H/UI:N/S:C/C:L/I:H/A:L).

The identified vulnerability resides within the Internal Operations component of Oracle Bills of Material, a critical module within the broader Oracle E-Business Suite ecosystem. This flaw affects supported software versions ranging from 12.2.3 through 12.2.15. The nature of this defect is characterized by its complexity, requiring significant effort to exploit successfully, which classifies it as difficult for an attacker to leverage without specific conditions being met. Despite the high barrier to entry regarding exploitation difficulty, the potential consequences are severe due to the elevated privileges required and the criticality of the data handled by the application. The vulnerability is accessible over a network via HTTP, allowing remote interaction with the affected system components provided that the attacker has established connectivity to the target environment.

To successfully compromise Oracle Bills of Material through this flaw, an attacker must possess high-level administrative or privileged credentials within the E-Business Suite environment and maintain valid network access to the application server. This requirement for high privilege significantly limits the pool of potential attackers but does not eliminate risk entirely, particularly in environments where insider threats exist or where credential theft has occurred. The vulnerability triggers a scope change phenomenon, meaning that while the technical flaw is localized within Oracle Bills of Material, its exploitation can lead to cascading failures or unauthorized access across additional integrated products within the E-Business Suite architecture. This lateral impact amplifies the overall risk profile beyond the immediate module involved.

The operational impact of exploiting this vulnerability encompasses severe breaches of confidentiality, integrity, and availability. An attacker with successful control over the vulnerable component gains the ability to perform unauthorized creation, deletion, or modification of critical data stored within Oracle Bills of Material. This includes all accessible bill records, which are essential for manufacturing processes, supply chain management, and cost accounting. Furthermore, the vulnerability permits unauthorized read access to a subset of this sensitive data, exposing proprietary engineering designs, supplier costs, and production schedules to external parties. In addition to data manipulation and exfiltration, the flaw allows an attacker to cause a partial denial of service condition, disrupting business operations by rendering specific functionalities or data sets unavailable for legitimate users.

From a classification perspective, this vulnerability aligns with CWE-269 Improper Privilege Management if the exploitation relies on privilege escalation mechanisms, or potentially CWE-798 Use of Hard-coded Credentials if authentication bypass is involved, though the primary concern remains the unauthorized access to sensitive data and system functions. In terms of the MITRE ATT&CK framework, this vulnerability facilitates techniques associated with Credential Access for initial foothold establishment followed by Data Manipulation under Defense Evasion or Impact categories. The ability to modify critical business records directly impacts organizational integrity, while the partial denial of service capability affects operational availability.

Mitigation strategies should prioritize immediate patching if Oracle has released a security update addressing this specific issue within the 12.2.x branch. Organizations must ensure that their maintenance packs are up to date and apply relevant interim patches as advised by vendor advisories. In cases where patching is not immediately feasible, strict network segmentation controls should be implemented to restrict HTTP access to the Oracle E-Business Suite servers from untrusted networks. Access control lists on firewalls and web application firewalls can help limit exposure to only authorized IP ranges. Additionally, enforcing multi-factor authentication for all high-privileged accounts reduces the likelihood of credential compromise leading to exploitation. Continuous monitoring of system logs for anomalous activities related to bill creation or modification events is also recommended to detect potential attempts at exploiting this vulnerability in real time.
