Certain Technicolor devices have an SNMP access-control bypass, possibly involving an ISP customization in some cases. The Technicolor (formerly Cisco) DPC3928SL with firmware D3928SL-P15-13-A386-c3420r55105-160127a could be reached by any SNMP community string from the Internet; also, you can write in the MIB because it provides write properties, aka Stringbleed. NOTE: the string-bleed/StringBleed-CVE-2017-5135 GitHub repository is not a valid reference as of 2017-04-27; it contains Trojan horse code purported to exploit this vulnerability.
The bug was discovered 04/04/2017. The weakness was published 04/27/2017 (Website). The advisory is available at stringbleed.github.io. This vulnerability was named CVE-2017-5135 since 01/03/2017. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details are unknown but a public exploit is available. This vulnerability is assigned to T1068 by the MITRE ATT&CK project.
It is possible to download the exploit at exploit-db.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 23 days. During that time the estimated underground price was around $0-$5k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 78048 (SNMP Any Community String Accepted (StringBleed)).
Proper firewalling of udp/161 (snmp) is able to address this issue.
