The bug was discovered 08/14/2017. The weakness was presented 08/14/2017 by Yorick Koster as KB4037359 as confirmed security update guide (Website). The advisory is shared at portal.msrc.microsoft.com. This vulnerability is known as CVE-2017-8665 since 05/03/2017. The exploitation appears to be easy. An attack has to be approached locally. The exploitation doesn't need any form of authentication. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue. The advisory points out:
An elevation of privilege vulnerability exists when the Xamarin.iOS update component improperly handles directories and binaries. An attacker who successfully exploited this vulnerability could run arbitrary code as root. An attacker could then install programs; view, change, or delete data; or create new accounts with full user rights. Only systems running macOS are affected by this vulnerability.

Applying the patch KB4037359 is able to eliminate this problem. The bugfix is ready for download at catalog.update.microsoft.com. A possible mitigation has been published immediately after the disclosure of the vulnerability.
