A vulnerability was found in ISC DHCP up to 4.1-ESV-R15/4.2.8/4.3.6 (Network Management Software). It has been rated as problematic. This issue affects some unknown processing of the component OMAPI Connection Management. The manipulation with an unknown input leads to a resource consumption vulnerability. The bug was discovered 01/16/2018. The weakness was published 01/16/2018 as AA-01541 as confirmed security advisory (Website). The advisory is shared at kb.isc.org. The identification of this vulnerability is CVE-2017-3144 since 12/02/2016. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1499 for this issue. The advisory points out:

By intentionally exploiting this vulnerability an attacker who is permitted to establish connections to the OMAPI control port can exhaust the pool of socket descriptors available to the DHCP server. Once exhausted, the server will not accept additional connections, potentially denying access to legitimate connections from the server operator. While the server will continue to receive and service DHCP client requests, the operator can be blocked from the ability to use OMAPI to control server state, add new lease reservations, etc.

The vulnerability scanner Nessus provides a plugin with the ID 106764 (EulerOS 2.0 SP2 : dhcp (EulerOS-SA-2018-1036)), which helps to determine the existence of the flaw in a target environment.
