The IPSec implementation in Cisco IOS allows remote attackers to cause a denial of service (MTU change and tunnel-session drop) via crafted ICMP packets, aka Bug ID CSCul29918.
The weakness was shared 11/22/2013 with Cisco as 31874 as confirmed alert (Website). The advisory is shared at tools.cisco.com. The identification of this vulnerability is CVE-2013-6694 since 11/07/2013. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Neither technical details nor an exploit are publicly available. The advisory points out:
An attacker could exploit this vulnerability by sending specific ICMP packets to an affected device in order to change the configured MTU value of the tunnel interface. An exploit could allow the attacker to change the tunnel MTU or path MTU and potentially cause IPSec tunnels to drop.
The commercial vulnerability scanner Qualys is able to test this issue with plugin 43350 (Cisco IOS Software IPSec MTU Vulnerability (CSCul29918) - Zero Day).
The best possible mitigation is suggested to be Workaround. Only trusted users should be allowed to access an IPSec VPN. An IP-based Access Control List could be used to prevent non-trusted users from accessing.
