Siemens SIMATIC WinCC CONTROL Script access control

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Siemens SIMATIC WinCC (SCADA Software) (version now known). It has been declared as critical. This vulnerability affects some unknown processing of the component CONTROL Script. The manipulation with an unknown input leads to a access control vulnerability. The CWE definition for the vulnerability is CWE-284. The product does not restrict or incorrectly restricts access to a resource from an unauthorized actor. As an impact it is known to affect confidentiality, integrity, and availability. CVE summarizes:

A vulnerability has been identified in SIMATIC WinCC OA UI for Android (All versions < V3.15.10), SIMATIC WinCC OA UI for iOS (All versions < V3.15.10). Insufficient limitation of CONTROL script capabilities could allow read and write access from one HMI project cache folder to other HMI project cache folders within the app's sandbox on the same mobile device. This includes HMI project cache folders of other configured WinCC OA servers. The security vulnerability could be exploited by an attacker who tricks an app user to connect to an attacker-controlled WinCC OA server. Successful exploitation requires user interaction and read/write access to the app's folder on a mobile device. The vulnerability could allow reading data from and writing data to the app's folder. At the time of advisory publication no public exploitation of this security vulnerability was known. Siemens confirms the security vulnerability and provides mitigations to resolve the security issue.

The bug was discovered 03/22/2018. The weakness was published 03/20/2018 by Alex with Embedi (Website). The advisory is shared for download at cert-portal.siemens.com. This vulnerability was named CVE-2018-4844 since 01/02/2018. Access to the local network is required for this attack to succeed. Required for exploitation is a single authentication. Successful exploitation requires user interaction by the victim. There are neither technical details nor an exploit publicly available. The current price for an exploit might be approx. USD $5k-$25k (estimation calculated on 02/22/2023). The MITRE ATT&CK project declares the attack technique as T1068.

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.

The vulnerability is also documented in the vulnerability database at SecurityFocus (BID 103475†). Once again VulDB remains the best source for vulnerability data.
