The net_ctl_permissions function in net/sysctl_net.c in the Linux kernel before 3.11.5 does not properly determine uid and gid values, which allows local users to bypass intended /proc/sys/net restrictions via a crafted application.
The weakness was presented 10/05/2013 by Miroslav Vadkerti with Red Hat as Bug 1027752 as confirmed bug report (Website). It is possible to read the advisory at bugzilla.redhat.com. The public release was coordinated in cooperation with Linux. This vulnerability is known as CVE-2013-4270 since 06/12/2013. The exploitation appears to be easy. Attacking locally is a requirement. The exploitation doesn't need any form of authentication. Technical details of the vulnerability are known, but there is no available exploit.
The vulnerability scanner Nessus provides a plugin with the ID 71260 (Ubuntu 13.10 : linux vulnerabilities (USN-2049-1)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Ubuntu Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 195859 (Ubuntu Security Notification for Linux-lts-raring Vulnerabilities (USN-2020-1)).
Upgrading to version 3.11.5 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at github.com. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published immediately after the disclosure of the vulnerability.
