Cisco IOS/IOS XE DHCP Messages input validation

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability, which was classified as problematic, has been found in Cisco IOS and IOS XE (Router Operating System) (the affected version is unknown). This issue affects an unknown code of the component DHCP Handler. The manipulation as part of a Messages leads to a input validation vulnerability. Using CWE to declare the problem leads to CWE-20. The product receives input or data, but it does not validate or incorrectly validates that the input has the properties that are required to process the data safely and correctly. Impacted is availability. The summary by CVE is:

A vulnerability in the Cisco IOS Software and Cisco IOS XE Software function that restores encapsulated option 82 information in DHCP Version 4 (DHCPv4) packets could allow an unauthenticated, remote attacker to cause an affected device to reload, resulting in a Relay Reply denial of service (DoS) condition. The vulnerability exists because the affected software performs incomplete input validation of encapsulated option 82 information that it receives in DHCPOFFER messages from DHCPv4 servers. An attacker could exploit this vulnerability by sending a crafted DHCPv4 packet to an affected device, which the device would then forward to a DHCPv4 server. When the affected software processes the option 82 information that is encapsulated in the response from the server, an error could occur. A successful exploit could allow the attacker to cause the affected device to reload, resulting in a DoS condition. Cisco Bug IDs: CSCvg62754.

The bug was discovered 03/28/2018. The weakness was published 03/28/2018 as cisco-sa-20180328-dhcpr2 as confirmed advisory (Website). It is possible to read the advisory at tools.cisco.com. The identification of this vulnerability is CVE-2018-0173 since 11/27/2017. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are unknown but an exploit is available. The pricing for an exploit might be around USD $5k-$25k at the moment (estimation calculated on 09/09/2024).

It is declared as attacked. The vulnerability scanner Nessus provides a plugin with the ID 109088 (Cisco IOS DHCP Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 316220 (Cisco IOS and IOS XE Software DHCP Version 4 Relay Reply Denial of Service Vulnerability(cisco-sa-20180328-dhcpr2)). The CISA Known Exploited Vulnerabilities Catalog lists this issue since 03/03/2022 with a due date of 03/17/2022:
