Upgrading to version V200R002SPC003 or V200R003C01SPC300 eliminates this vulnerability. The upgrade is hosted for download at support.huawei.com.Proper firewalling of tcp/22 (ssh) is able to address this issue. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published immediately after the disclosure of the vulnerability. The advisory contains the following remark:

When an AR router encounters SSH DoS attacks, users can use other login modes, such as Web, Telnet, or the console port, to log in to the AR router.
