The bug was discovered 05/08/2018. The weakness was disclosed 05/08/2018 by Alex with CrowdStrike as confirmed security update guide (Website). The advisory is shared for download at portal.msrc.microsoft.com. The public release has been coordinated in cooperation with the vendor. This vulnerability is handled as CVE-2018-8142 since 03/14/2018. The attack needs to be approached locally. A simple authentication is needed for exploitation. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1211. The advisory points out:

A security feature bypass exists when Windows incorrectly validates kernel driver signatures. An attacker who successfully exploited this vulnerability could bypass security features and load improperly signed drivers into the kernel.
