Siemens IEC 61850 Network Service Network Request access control

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability, which was classified as critical, has been found in Siemens IEC 61850, DIGSI 4, DIGSI 5, SICAM PAS-PQS, SICAM PQ Analyzer and SICAM SCC. Affected by this issue is an unknown code block of the component Network Service. The manipulation as part of a Network Request leads to a access control vulnerability. Using CWE to declare the problem leads to CWE-284. The product does not restrict or incorrectly restricts access to a resource from an unauthorized actor. Impacted is confidentiality, integrity, and availability. CVE summarizes:

A vulnerability has been identified in IEC 61850 system configurator (All versions < V5.80), DIGSI 5 (affected as IEC 61850 system configurator is incorporated) (All versions < V7.80), DIGSI 4 (All versions), SICAM PAS/PQS (All versions < V8.11), SICAM PQ Analyzer (All versions < V3.11), SICAM SCC (All versions). A service of the affected products listening on all of the host's network interfaces on either port 4884/TCP, 5885/TCP, or port 5886/TCP could allow an attacker to either exfiltrate limited data from the system or to execute code with Microsoft Windows user permissions. Successful exploitation requires an attacker to be able to send a specially crafted network request to the vulnerable service and a user interacting with the service's client application on the host. In order to execute arbitrary code with Microsoft Windows user permissions, an attacker must be able to plant the code in advance on the host by other means. The vulnerability has limited impact to confidentiality and integrity of the affected system. At the time of advisory publication no public exploitation of this security vulnerability was known. Siemens confirms the security vulnerability and provides mitigations to resolve the security issue.

The bug was discovered 11/13/2018. The weakness was shared 07/09/2018 (Website). The advisory is shared for download at cert-portal.siemens.com. This vulnerability is handled as CVE-2018-4858 since 01/02/2018. The attack may be launched remotely. No form of authentication is required for exploitation. There are neither technical details nor an exploit publicly available. The current price for an exploit might be approx. USD $5k-$25k (estimation calculated on 04/05/2023). The MITRE ATT&CK project declares the attack technique as T1068.

Addressing this vulnerability is possible by firewalling .
