It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. There are known technical details, but no exploit is available. The MITRE ATT&CK project declares the attack technique as T1211. The advisory points out:
The WHM /script2/savemx and /cgi/zoneeditor.cgi interfaces allowed resellers with the “edit-mx” or “edit-dns” ACLs to modify the mxcheck setting for accounts under their control. By injecting newlines into this setting, a malicious reseller could alter other settings for the account that are stored in the account’s cpuser file.
Upgrading to version 11.38.2.16, 11.40.1.10 or 11.42.0.4 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
