The commercial vulnerability scanner Qualys is able to test this issue with plugin 91491 (Microsoft Azure Stack 1808 Multiple Security Vulnerabilities).
Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.
