A vulnerability has been found in Apache HTTP Server up to 2.4.34 (Web Server) and classified as problematic. In Apache HTTP Server 2.4.17 to 2.4.34, by sending continuous, large SETTINGS frames a client can occupy a connection, server thread and CPU time without any connection timeout coming to effect. This affects only HTTP/2 connections. A possible mitigation is to not enable the h2 protocol.
The bug was discovered 09/25/2018. The weakness was disclosed 09/25/2018 (Website). It is possible to read the advisory at httpd.apache.org. This vulnerability is known as CVE-2018-11763 since 06/05/2018. The attack can be launched remotely. The exploitation doesn't need any form of authentication. The technical details are unknown and an exploit is not publicly available.
The vulnerability scanner Nessus provides a plugin with the ID 117807 (Apache 2.4.x < 2.4.35 DoS), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 197269 (Ubuntu Security Notification for Apache2 Vulnerabilities (USN-3783-1)).
Upgrading eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
