Apache Tomcat up to 7.0.90/8.5.33/9.0.11 URL redirect

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Apache Tomcat up to 7.0.90/8.5.33/9.0.11 (Application Server Software). It has been classified as problematic. This affects some unknown functionality of the component URL Handler. The manipulation with an unknown input leads to a redirect vulnerability. CWE is classifying the issue as CWE-601. A web application accepts a user-controlled input that specifies a link to an external site, and uses that link in a Redirect. This simplifies phishing attacks. This is going to have an impact on confidentiality, integrity, and availability. The summary by CVE is:

When the default servlet in Apache Tomcat versions 9.0.0.M1 to 9.0.11, 8.5.0 to 8.5.33 and 7.0.23 to 7.0.90 returned a redirect to a directory (e.g. redirecting to '/foo/' when the user requested '/foo') a specially crafted URL could be used to cause the redirect to be generated to any URI of the attackers choice.

The bug was discovered 10/03/2018. The weakness was released 10/04/2018 (Website). It is possible to read the advisory at lists.apache.org. This vulnerability is uniquely identified as CVE-2018-11784 since 06/05/2018. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. It demands that the victim is doing some kind of user interaction. Technical details are unknown but a public exploit is available. The attack technique deployed by this issue is T1204.001 according to MITRE ATT&CK.

The exploit is shared for download at exploit-db.com. It is declared as proof-of-concept. We expect the 0-day to have been worth approximately $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 118036 (Apache Tomcat 8.5.x < 8.5.34 Open Redirect Weakness), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers and running in the context c. The commercial vulnerability scanner Qualys is able to test this issue with plugin 13390 (McAfee Web Gateway Multiple Vulnerabilities (SB10264)).

Upgrading eliminates this vulnerability. A possible mitigation has been published before and not just after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at Exploit-DB (50118), Tenable (118036) and SecurityFocus (BID 105524†). Entries connected to this vulnerability are available at VDB-112267, VDB-115920, VDB-125264 and VDB-129727. Be aware that VulDB is the high quality source for vulnerability data.
