The weakness was disclosed 10/09/2018 as confirmed security update guide (Website). The advisory is available at portal.msrc.microsoft.com. The public release has been coordinated in cooperation with the vendor. This vulnerability was named CVE-2018-8493. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details are unknown but a public exploit is available. This vulnerability is assigned to T1592 by the MITRE ATT&CK project. The advisory points out:
An information disclosure vulnerability exists when the Windows TCP/IP stack improperly handles fragmented IP packets. An attacker who successfully exploited this vulnerability could obtain information to further compromise the user’s system.
A public exploit has been developed by Ran Menscher and been published 3 weeks after the advisory. It is possible to download the exploit at menschers.com. It is declared as proof-of-concept. As 0-day the estimated underground price was around $25k-$100k. The vulnerability scanner Nessus provides a plugin with the ID 117999 (KB4462919: Windows 10 Version 1803 October 2018 Security Update), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 91474 (Microsoft Windows Security Update October 2018).
Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.
