nginx up to 1.14.0/1.15.5 HTTP/2 resource consumption

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability, which was classified as problematic, has been found in nginx up to 1.14.0/1.15.5 (Web Server). Affected by this issue is some unknown processing of the component HTTP2 Handler. The manipulation with an unknown input leads to a resource consumption vulnerability. Using CWE to declare the problem leads to CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. Impacted is availability. CVE summarizes:

nginx before versions 1.15.6 and 1.14.1 has a vulnerability in the implementation of HTTP/2 that can allow for excessive CPU usage. This issue affects nginx compiled with the ngx_http_v2_module (not compiled by default) if the 'http2' option of the 'listen' directive is used in a configuration file.

The bug was discovered 11/06/2018. The weakness was shared 11/07/2018 as confirmed bug report (Bugzilla). The advisory is shared for download at bugzilla.redhat.com. This vulnerability is handled as CVE-2018-16844 since 09/11/2018. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1499.

The vulnerability was handled as a non-public zero-day exploit for at least 1 days. During that time the estimated underground price was around $0-$5k. The vulnerability scanner Nessus provides a plugin with the ID 118820 (Ubuntu 14.04 LTS / 16.04 LTS / 18.04 LTS / 18.10 : nginx vulnerabilities (USN-3812-1)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Ubuntu Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 351453 (Amazon Linux Security Advisory for nginx: ALAS-2018-1125).

Upgrading to version 1.14.1 or 1.15.6 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at Tenable (118820), SecurityFocus (BID 105868†) and SecurityTracker (ID 1042038†). The entries VDB-126523 and VDB-126525 are related to this item. Once again VulDB remains the best source for vulnerability data.
