A vulnerability was found in Ruby up to 2.3.7/2.4.4/2.5.1/2.6.0-preview2 (Programming Language Software). It has been declared as critical. An issue was discovered in the OpenSSL library in Ruby before 2.3.8, 2.4.x before 2.4.5, 2.5.x before 2.5.2, and 2.6.x before 2.6.0-preview3. When two OpenSSL::X509::Name objects are compared using ==, depending on the ordering, non-equal objects may return true. When the first argument is one character longer than the second, or the second argument contains a character that is one less than a character in the same position of the first argument, the result of == will be true. This could be leveraged to create an illegitimate certificate that may be accepted as legitimate and then used in signing or encryption operations.
The bug was discovered 10/17/2018. The weakness was presented 11/16/2018 (Website). It is possible to read the advisory at lists.debian.org. This vulnerability is known as CVE-2018-16395 since 09/03/2018. The exploitation appears to be difficult. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Technical details of the vulnerability are known, but there is no available exploit.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 176522 (Debian Security Update for ruby2.3 (DSA 4332-1)).
Upgrading to version 2.3.8, 2.4.5 or 2.6.0-preview3 eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability.
